Under your brokerage settings, you are now able to force the COVID prompt/acceptance for the entire brokerage.

Manage Brokerage -> General -> Edit Brokerage -> Force COVID prompt

If this option is ON, agents will not be able to turn the COVID-19 prompt off on their listings

If this option is OFF, agents will be able to turn on/off the COVID-19 prompt on their listings
